yes, you are saying true for a new user......but if you are a good designer then learn extra design tool like cad design, 2d design, 3d design etc.......and if you are a fresher in design then look tutorials for good practice and try to design....

Here are some basic tips for designing a website:

Choose a color scheme and have it. Don’t go for changing template again and again.
Try Templates.
Use a fast navigation system.
Choose a comfortable background.
Provide Unique content.

Great answer to the question. Changing color again can create many problems.

Yes i totally agree with you as a Web Designer...it is not that easy to build a website you need to consider all the aspects before a building a good website.
