Do you mean html (programming)?

A simple website is made up of html code.
There are free html editors that allow you to create website without you needing to know html codes.

Hi, there are lots of predefined templates you can use to develop your own site but if you want to have a more customized website you may consider developing from the scratch. In either way, you need to have a knowledge in programming.

You can search for predefined template in the Internet for easy building--all you need to do is to feed content.

You may also want to avail a service from website development and maintenance companies to have it done for you. There are lots of available website development and maintenance service providers that are affordable yet provide quality of service.

Start with free preset templates and try playing around them by changing colors. This can be a good HTML practice and an introduction to your own site.

You can definitely make a website without knowing anything about programing. Get yourself a nice template plus joomla, and you are all set.

Or, as other posts mentioned, you can use wordpress template and create a blog. Updating and maintaining a blog is easy and fast, and definitely doesn't require any programming.

When you are building your site and still in the web design stage it is important to check how it looks on other browsers, just because it looks fine in internet explorer doesn't mean it looks good on Firefox or Opera.

Many people use different browsers and if your site looks a complete mess then you will loose that visitor for good. You can check your websites web design to ensure it complies with the web standards at the w3.org website. Testing the pages using the w3 validation tool will help you make sure it is compatible with other browsers.

There is no way to build a website without learning the coding. First you have to html, Xml and CSS. This are the primary concern of making any website.
Anyway you can make website using a pre made free tamplate. In that case , you are to use NVU software. It is so easy and userfriendly. But you can't make your site with your own choice.
