How to edit CSS using WordPress?

I realize that some wordpress themes let you "Edit" CSS (I don't know exactly what word to use there).
I have the Sliding Door theme and was wondering how you do that
I can't find a way to edit CSS anywhere
can anyone help me find it?

If you have a blog like: blog.wordpress.com then you are not able to edit css, you will have to buy css for editing.

If you are using wordpress application for creating blog or website then you can edit css easily.
Login to admin panel->appearance-->editor

All themes will not allow to edit the CSS even though you use wordpress app.
