I think you should use CMS to create your own web page and have little knowledge on HTML than you can create one page website easily.

If you just want to design single page, free HTML editor would work for you without having knowledge of web programming. You can try free website builder and hosting if you haven't bought any private domain and hosting.

Create a account in web 2.0 site .Select a free theme and write or post what you want to post.That should be with done with unique content only.

Nothing is impossible but before that you can learn some web designing from free tutorials available on internet. YouTube has hundreds of webdesign tutorials.

I don't know why you create only one web page, but if you really want to create then you use any application program because mostly application Software of MS corporation have this feature to create a web page but as my suggest you also use weebly.com for this purpose.

That is helpful. But opting for Web 2.0 site will not give you your own domain.

As for the template, Wodpress has loads of it.
