Yes HTML, CSS and PHP are the best but you can also use Javascript and Drupal free open source language for website designing.

Default Secure and avalability are more imp.
To simply design HTML, CSS are basic, however now a days simple web designing not enough. We need have a look on security, availability, view etc.. for them we need to use some more tools to develop an efficient and secure web site.
