I need web hosting to do it. What is the best web hosting out there now? Are there any web hosts where you can preorder web hosting for someone else as a gift, or where you can buy a web hosting gift card?

Just about any web host can handle a blog.

I can't think of any that come to mind but I'd be happy to create you a couple code which will work exactly like a gift card.

If you need shared hosting you can check just199.com
If you need VPS - I recommend you checking happy-hosting.
If you need dedicated server - 1paket.com will be good solution for you.

Agree with you. Some specific requirement depends on choosing a host. I want to add one more webhostinggeeks, it also provide good service.

Theres a few out there, would definitely avoid 000-Webhost and ByetHost though, ive had bad experiences with them in the past.
