Cheap hosting ... hmn... can name some companies which are cheap and reliable at the same time: dayanahost, godaddy and just199.
These companies have provided their services in a quality way and their services cost little.

Cheap hosting is not the only thing you need to consider. Is your web site providing good content? Do you have a domain name and is it included with your hosting service? There's a lot to consider when starting an online service. My hosting company gives me more than just a place to park my web site. Its customer service is great.
