Will it be better to use LxAdmin control panel for free on iwhic.com VPS or pay $13.00/monthly for cPanel?
If you have a personal experience, advise me please.

much depends on your preferranbces. I would rather choose cPanel, but when the budget is tight it is possible to get cuastom made panels which are not influencing the price of the plan. Best custom panel is offered by dayana host and called say5.

Well, iwhic.com would be a good option for you because it offers low cost, but high level web hosting services. To my mind, LxAdmin control panel would be also a good option for managing your files and you will also save some money.
You will have nice hosting experience dealing with them.

It will be more productive to choose cPanel without any doubt, but if you need to save some money, you can also choose LXadmin control panel.
I would like to point out that iwhic.com has good reputation and it provides 99.9% network uptime, and also 100% customers satisfaction.
What hosting solution are you interested in?
