I am planning to put up my second forum site, but as of this moment haven't decided yet on what host to choose. I have only a budget for a shared hosting and just planning to move to a vps or a dedicated one in the near future. I have read a lot of threads here but still don't have the idea who to choose. My current host gives me headaches so I need to look for another. Who would you recommend for me?

As I see you are going to start the new site thus I would suggest not to have dedicated server at once - it may be unreasonable waste of money... You may have to start with the VPS, and then, when your site will be efficient, switch to dedicated.
As for recomendations, I would suggest:

Also take a look at Ahosting.biz - If you would finally decide to have dedicated server.

I'd like too add this list with DowntownHost.com. Especially their blog hosting. Their whole server is optimized for blogging which is done to improve web site performance, this allows to offer more CPU resources to each account compared to a shared account with a blog script installed.
