In general, a high PR website looks more reputable and quality site, not jut for the search engines but also for the users. But a PR0 website doesn't necessarily mean of a less quality, it can be because it is newly created that's why backlinks are not enough.
Getting PR does not just depend on how many links you've created every day or every month... it's on the numbers of quality backlinks you've created. It means, you can even get high PR from only few backlinks, but are quality backlinks, than on thousands of backlinks from less quality and not relevant sites.
Also, it is most likely the dofollow links can help to improve the Page Rank of a website because dofollow links can pass link juices.
