Twitter is a social network, that's why people use it. I think to really get a good understanding of it you need to be able to spend sometime on it. Get an account with hootsuite and start running searches, look for people talking about things that are important to you. Have conversations.

I've been on twitter for three or four years now and through it I've met some amazing people, received job offers / found work, handled customer service issues, and a lot more.
It's not easy to get, and it's not for everyone. The people who only updated "Just had dinner. It was chicken" aren't going to get the same interaction as people that are actively talking to people and posting interesting content. It's just like a blog, only smaller and faster.
