Google Sandbox actually exist?
There are many search engine optimization professionals who do not believe in the existence of Google sandbox as a separate filter from other alleged Google filters. Some of the experts also disagree when said that Google utilizes a system of filters. The perception in the minds of skeptics is that there is only the existing Google algorithm calculation, whereas the Sandbox is merely a chimera. However, Google had lately declared that the Sandbox filter is a reality. So, arguable, there is something called as Google sandbox in actual. Your site might get placed in this area, if you are running behind highly competitive search terms.

Google's sandbox, is a filter the search quality team created to help fight spam, It is a historical object of days gone by. The sandbox is really nothing more than a theory developed to explain what many different SEO experts have witnessed with their listings. Whether or not the sandbox really exists is actually irrelevant when we know that the effects of the sandbox exist.

Yes google sandbox is there as it is basically a time period that websites must wait in order to start ranking for high competitive keywords. The Google Sandbox Effect is a theory used to explain why newly-registered domains or domains with frequent ownership changes rank poorly in Google Search Engine Results Pages (SERPS).

Google Sandbox effect is an alleged restriction placed on new websites. The result is that a new site does not receive good rankings for its most important keywords and keyword phrases for few months. Even with good content, many inbound links, a new website may still adversely affected by the Sandbox effect.

Nobody can actually rule out the existence of sandbox. Atleast the effects cannot be ruled out ,they are very much felt out by a couple of sites .

The Google SandBox is a metaphorical term coined by SEOs and Webmasters, not associated with Google, to explain why most new Websites have very poor rankings in Google Search Engine Results Pages (SERPS). The existence of Google SandBox has not yet been clearly proved but there seem to have some changes to Google's Algorithm sometime around March 2004 that denies top ranking for newly launched web sites. Of course, there are exceptions and many Web pages have made it to the top of the SERP in spite of the sandbox, but the sandbox seems to be an inevitable page rank dampening concept.

Google rather effectively decimated the breed of webmaster who sought to build sites with a short-term gain in mind.

I've read that this sandbox effect also applies to penalized websites, in which Google prevents these sites from being ranked at a certain period of time until these websites had justified their case.

Theres no such thing as Google Sandbox. It's one of those things that self-proclaimed search engine "experts". They came up with it to explain why their methodologies don't work.
Thanks,
James
