I think that this "sponsored links" or "sponsored results" are just a part of SEM, and do not completely define SEM. SEM also includes SEO, which is optimizing a website to appear on the organic results of search engines.

In my point of view SEM is all about bring your site on search engine by posting your articles, blogs and forum Q/A, Infact in SEO include the same thing but in SEO you have to optimize your site as per your keywords requirement,
