Yes, on page seo is a part of seo. You have to have good content and web design before doing off page seo.

Well placed keywords and the various tags like meta tags and title tags helps to increase the relevance of your site. You can get more targeted traffic by doing so.

Of course from my point of view and experience SEO is 40% on page optimization and 60% off page, Tags, keyword density link structures, broken urls they are all extremely important

I would agree with above and on page seo is the easy part, so 40% easy 60% hard!

If onpage optimization is done properly, you don't need to try hard for offpage optimization and see good results. Also using some good plugins like all in one seo pack can help you well in better onpage optimization.
