Technical difference between THE WEB and PAGES FROM COUNTRY options in Google

Well this is a very simple but still its answer can be very useful for everyone. When searching in Google, you'll find two options - one is THE WEB and second one is PAGES FROM COUNTRY(for example pages from Canada, pages from India). So I request you to tell me the technical difference between these two options of search in Google.
