They need to prove to be of high quality and valuable and this as you may guess would take some time. That's a great great question, really. Since we all know that Google's algorithm is totally secret and won't be revealed to the public, then we can assume that there is no explanation on how does this "filter system" works in Google. But all I know is that Google puts new websites into the sandbox state, and depending on the quality of reputation and optimization that webmasters apply to their websites, Google will free these sites from the sandbox state within a period of time. Also, being in the sandbox state, they say, is a type of penalty that Google apply to those who are using unethical methods in ranking their website.
