It will depend on the quality of that backlinks. If the PR is pretty nice then you can see good results but if the backlinks are from low PR or 0 PR pages or site, they will not give you good results. And if you are using the 100 backlinks for low competitive keywords then it will be okay but if the backlinks are for highly competitive keywords, you may see some changes but not as you might be expecting.

How could you say no.of back links can improve your SERP? no of back links may help you increase your PR.

When it comes to link building I just stick with tons of articles, social bookmarking, blogs, pinging, and rss feed submissions. Oh, and also profiles can be used to build some good links.
