I've heard people talking about more quality and less quality backlinks and how it can affect your site's rankings in the serps so I ask,

What Makes A Quality Backlink?

Is it the number of links present in the page wher your backlik is located or the page rank of that page or are there other factors?

1) Is there any relevance between your sites?
2) How is the link page ranked?
3) How is the site ranked?
4) What is the anchor text?
5) Where the link is placed?
6) What is the whole situation of the site?
7) How many outbound links does the link page have?

Tough question to answer but there are lost of factors that define a quality back link
1. Out going links from that page.
2. PR of the page and Home page
3. business area related to ( if it is with your business area it is well and good)
4.Quality of that site (content & Internal linking structure, authoritative)

There are other factors also. but the main intention of backlink is to gain SERP and PR of that site and also if your are able to generate traffic from the site which is linking to you, it is very appreciable.

I don't know about others but I pay more concentration on business related backlinks and local submission.
Its like wastime time and effort if backlinks are coming from those sites which are of no use for your site.

I would say good backlinks should be from a relevant site with high pr. I've heard .gov or .edu backlinks are trusted but have never managed to get one.

Quality of backlink do not come with PR only, if that page have contents related to your site and those contents are not duplicate or devlaued, in that case, you can say a quality link
