Well the PR of the site is important, but its more about the traffic the site gets..thats important for your purposes. Think about it, do you want a site with high pr that gets no traffic..doesnt really help you to much. I personally dont think pr is that important

Does relevance really have that much affect on the link juice you get? I thought it was anchor text, pagerank and number of links on the page that were the main factors?

quality links, means that you use the resources they have good popularity on different search engines, like Google, yahoo and bing. during directories submission, you have to check the page rank of directories, better to submit in directores which do have 2 plus pr.. the same with article submission and other resources.
this can make really quality links..........

yes, quality backlinks most important factor in Google ranking.and quality backlinks means relevant site links exchange, with link page rank and which site you are doing links exchange deal check dofollow tags also because now a days mostly website before no follow tags..
