As others have said above. A quality back link is a link from a HIGHLY RELEVANT site with a good page rank. And one way links are great.

page rank of the site linking to you
no. of out bound links on the page that linking to you
ip address of the page linking to you
total no. of links on the page
type of the site linking to the page that linking to you

Home page link is better if it don't contain massive outgoing link. Other than home page the quality link can be a link from related content page and obvious within content.
