Forum signatures on dofollow forums are useful of course. However, i think you just need thousands of them to improve your PR.
Posting that amount of comment could be a hard work. However, no pains, no gains.

In my opinion signature in forum is the best way to gain backlinks beside social websites.

they need to be relevant are the linking to a page that has similar information my signature is not so the the quality of the back links are very low and i would need thousands of them to get a good affect.

Well, I think you could do it, but don't centre your campaign on this method.
Make sure you don't spam the forum (by not participating in it and then immediately plugging your business blatantly) and be sure that its niche is relevant to yours.

Agreed, relevancy is most important when it comes on onpage and offpage seo. When we are on forum, don't think just for the dofollow link. The forums which are giving nofollow attribute are also good to drive traffic to our blogs and sites. it only needs some efforts to suggest or explain properly and in simple language. Blog commenting is also good but give some time to read the post and other comments and after that type your comment. it will make author feel better for the time you gave in reading the post and other comments. This way the comment will be the perfect one to get approved.

If the people adding their link within the signature of their posts is related towards the content on the website then this would contribute towards new members who add their relevant link within their new posts
If Google is able to clarify a clear structure of links between relevant websites then it may give it more value, but if the forum links to websites which are irrelevant then it may dilute the value of the relevant ones.

Forum signatures does not only give you points for your SERP. It also can give you traffic for your site. That's if you have a good reputation in the forum.
So don't just go and spam post in the forum if you want to gain reputation.

Forum signatures does help but try to get your links from lots of domains, not only from one or two domains so that your site should look to be kinda popular.

It help but not that much. I found a statistic before of what is the most effective way of link building. Unfortunately, forum sig, blog commenting and something similar are at the bottom of the statistics.

I am not sure if this is ok to mention here but over @ seochat there are 2 threads about testing the efficiency of signature links...
imo the problem is the testing environment: results could vary for different set of keywords (you never know with G)
