To gain good ranking in SERPs, you need both.

Both are important for good SEO.

On page is just like your face and personalty and off page is like your popularity in society.

So, you can not achieve your position with any one.

Both are almost equally important, they work together to get you to the top. However, I would say off-page optimization is a bit more important at the moment, as far as Google SEO is concerned.

I think so off page optimization is a bit more important than on page optimization.

But if your site's on page optimization is not good then off page can not help you more.
