if blogs are not related to your site, then we can comment on those blogs?

FOR EXAMPLE, my site is about finance, and i found an interesting blog about art and craft, whether i can comment on that blog with my key word??

Yes you can comment on such blogs rarely. Don't use your targeted keywords or your brand name in the name section while commenting blogs.

If you want the result in finance category then you need to submit it to the related blogs. If you want your keyword rankings in finance then search the net for finance blog then comment over there you will surely get the results . but it will take at least 2 - 3 weeks.

Well, If you think that blog has good reputation and is valuable in the eyes of search engines then you can comment there for link building purpose. However niche links are more valuable and drives more link juice.
