SEO is good process when you apply "White Hat SEO" (Ethical SEO). And it is not good when you go with "Black Hat SEO" as it does not follow the guidelines of search engine.

If you know both Panda & Penguin updates rules but not following those it means it is bad SEO and if you are applying those rules,it's called good SEO.

There are two types of SEO..."White hat SEO or a Black hat SEO"
white hat SEO is good SEO.. they do work with all legal rules or regulations of search engine.. and Black hat SEO break some rule of search engine by do some types of work.

Good SEO is the ethical and legal way to optimize website on search engine, on the other hand Bad SEO uses illegal and prohibited way to get the site optimize on web. like hidden content, dowry pages, duplicate content etc..

Black hat is search engine manipulation. Trying to trick the engines is a big part of it. The intention is to cause lower quality content to rise to the top, which makes Google look bad because it is suggesting poor search results to the user. Anything spammy or shortcuts intend to improve search results are a part of it.

SEO should be specific and reasonable, like over creation of no-follow links and repeating of same content can make SEO bad. For good SEO focus should be on do-follow links creation and same content should not be repeated.

According to me, Black hat is very dangerous technique for website to make over optimization. And white hat is best optimization activity that followed by search engine guidelines.
