Can i avoid the | character and the , (Comma) in TITLE tags?

Yes, You can avoid character in the title tags.

yes, you should surely avoid this type of words which is known as Stop Words and search engine can not understand stop words.

well crawlers do understand stop words.. i have use 4 words in my title separating with commas and only first word is appearing in the search results.

The basic purpose of commas in keywords is to separate the keywords.

Yes sure you can use "," or any sign in title tag. Depend upon you keywords and it should be 60-70 characters maximum.
