Spamming a search engine is to modify the code without the owner’s permission. Search engine uses many algorithms to serve this purpose. Even though the content is not very useful, it helps to increase the load on the website. META keywords are also helpful to increase the traffic to the website. Invisible text, keyword stuffing, Meta tag stuffing, hidden links, mirror websites, gateway, page redirects, Cloaking, code swapping, link spamming and log spamming. Spam indexing is entirely different from search engine optimization.

Google is against spamming websites, and it has so many algo updates with little intervals, that it is really hard for any spamming site to survive, and most of the time these are newbies who do spamming, they have no very less knowledge of what they are doing, and they just try to do all the things like backlinking, keyword stuffing at their full extent, but now google is very strictly against spammers, and it is not possbile to earn from any such site, for a long period.

What do you mean by can we? We are spamming the search engine actually. Spamming not only mean, making a site shitty... If your website is giving unwanted information to the user, that is also called spamming.
