I always consider SEO as a part of SEM. SEM also includes PPC, etc to drive traffic to the sight. SEO is just about rankings.

for me SEO is inferior to SEM, SEM are advanced SEO methods to increase traffic at the same time building links and SERP.. or should I say SEO is a part of SEM..

There is Not major Different in between SEO and SEM. Both are part of Internet marketing

sorry , SEO is so much more than just the RANKINGS
it is supposed to make peopel's search more effective IMHO
