Site get rank again after punished by Google

Noticed one of my rivals' site was punished by Google a couple weeks ago. Once checked by all means and pretty sure that site was punished, but I found the site ranks on Google again when I place the site name in the Google search box yesterday. Many keywords for that site which ranked hight on SERPs before the punishment also come back again. So, how could this happen? Are they have some inside deals with Google?

Google ranks your website when you remove those errors that Google does not allow or for which reasons it banned your website and then the send request to Google that you removed.

i think jashndeep is right it is Google dance .

If your site has disappeared from the Google Index and lost massively in the search rank, then you can be sure ,its Google Penalty and not Google Dance.

See any website can rank again even after penalty. Probably your competitors have cleared all the bad stuff and worked hard on their SEO strategies to regain their place in SERP’s
