Why Google is playing with SEO's?

I am using all the ethical ways of SEO but still I got penalized, don't know why?

HI,
which site you working i think they not are good. try to used fresh content for every submission in off page work and try to check in webmaster tools.

my friend we can do seo for our clients,but it's not our fault if the client site is not up to the point to get a good position in serp,with seo we can build link but this is not the only factor that makes a site rank well in serp, if spiders dont find the site good enough, then all your seo tactics might get failed.

If you have new website and have number of quality back links and your website have good position on search engine result page than it may be affected Google sand box.

Just because you lose rank does not mean you have a Google penalty. I've observed sites that temporarily disappear from the index, but return later for no obvious reason, so don't be too quick to blame a Google penalty when your ranks are swirling.
Google does send warning messages in case your site is violating guidelines. Did you receive any messages!
In case you are sure you have had a Google penalty, make sure you find out the cause, wipe out all the bad stuff and then submit a reconsideration request to Google.
Make sure your site is completely Google compliant before contacting them.

If your site is really penalized then you must use Google webmaster. Check for its back links, its content. You should also review Google Webmaster guidelines. If every thing is alright then you can use webmaster for reconsideration to Google. Explain them your situation. And assure them that you did not make any mistake.

Agreed, it might be if Google is updating its indexing database then there are chances of losing your ranks for few days but no worries you will be on track soon.
