According to me Participate in high PR with do follow link sites/blog.Then after discussion on and maintain relationship with other.When you commenting in blog or forum it must be relevant on topic.Use social media optimization,Its provide you more quality backlinks and also traffic to your site.

Quality link are those that come form high PR and authority site. Build links on site that has PR value of 4 or above.
