Link advertising is when you requesting people to purchase links from you which is a form of purchasing links or link buying or link trading as we call it in SEO.
If you have read through Google quality guidelines, the part that says “Don’t participate in link schemes designed to increase your site’s ranking or PageRank.” you can guess that Google does consider buying links outside quality guidelines.
Link buying is manipulative way of increasing SERPs and your site may get penalised for involving in it. The best links are not paid, or exchanged after out-of-the-blue emails–the best links are earned and given by choice.
