Link exchange is the popular method of increasing page rank and generating maximum incoming traffic. But generating enough links is not as easy as it seems. There are many important things you should take care of before starting your link exchange campaign. Before discussing link exchange tips, we should understand exactly what a link exchange is. Link exchange is simply the exchange of your links with others. Every Webmaster wants the maximum number of visitors coming to his site for obvious reasons; his revenue and site popularity both increase with the increased number of visitors. But the basic question remains on how a Webmaster will be able to generate enough links coming to his site? There are two popular methods for creating the targeted links, one is manual and the other is the use of automated linking programs. Whatever method you choose for your linking campaign, remember that each has its own pros and cons. For instance, manual linking may take months to complete and automatic linking can result in untargeted and irrelevant links.

If you want to link others web,you'd better think twice.You must link web which PR higher than yours ,but generally it is impossible.

link exchange is fine but I think Matt cutts (Google Lead engineer) said those links are already devalued. I always do 1 way link building ...

i always do 1 way link building instead of 2 ways or 3 ways etc....

Link exchange is most important to obtain high PR to your site. Each incoming link to your web site can be considered as a vote. The more votes your web site achieves, it will get more importance from Google $ other major search engines.
After your web site has been assessed for the number of incoming links Google will assign a value, called Page Rank (PR), to the web pages on your web site. Higher PR indicating more importance.

The best way to get links also is the way of article submission and also 3 way linkexchange.

Linking to quality and relevant links to your website are very important. Quality is more important than quantity.

I have found that matching content and theme of the websites is almost as important as the PR of the link...

Yes, I agree. Quality links is very important too. Plus the PR of the sites your exchanging links with and of course it must be related to your website topic.
