I think that boom in IT enabled services and outsourcing business processes from Banglore, Gurgaon, Chandigarh etc, have added impetus to offshore software development. i am not getting what the problem you have while one writing "Professionals in India". If your customers were not happy with the work done in India that doesn't mean all software developers in India are not professional. Same can be happen in any country and one can not blame whole industry.

I dont think you need to worry about licesense to start a company specially in India, but going forward its always important to do it in a professional way. India rising demands its citizens to dream big so plan slowly and atleast go for a local coportation license which is cheap and get you a current account. Once you show with some payments flowing on your account you can always go for a loan to expand. No fun in doing software development if you cant think of expansion and making it to the stock market in india.
