Beginners find it very tough to learn programming because programming is quite tough to learn. I have tried to learn it from various books, but not yet proficient in it.

I would recommend you w3school.com. It is a very amazing site which could make a good understanding in basic language. I fully recognized its efficacy of these details.

Deprecated HTML tags must be replaced by XML and CSS to support new browsers and stay ahead in the long run. Please share your views on this.

If you are planning to create a dynamic site then you need to know programming language otherwise it is not so essential. A basic knowledge in CSS and HTML is more than enough if you are dealing with a web designing software.

I've also tried to learn, I went a couple of times (I bought the book), maybe I just lack the patience, or just want to skip some of the steps, but I think the programming is the most frustrating thing I've ever tried.

I"ve also attempted learning for many times (after buying the books), maybe I am too impatient or just want to leave certain ideas but I find programming the most disgusting thing I've ever tried.

Till you are planning to develop a dynamic site you need not thing too much about learning any programming language. Fundamental knowledge of CSS and HTML should be sufficient if you are using a web designing software like front page or macromedia.
