Well why don't you create it yourself.It can be made easily through Frontpage,dreamweaver ,etc...

A website can be created easily using different editors like Notepad++, Frontpage, DreamWeaver but I must say if you can work on DreamWeaver that it will be definitely beneficial for you...as it will need little guidance for you create a website...

Why dont you hire a webmaster who will create for you website qualitatively and in shortest terms? - that's variant if you are limited in time.

But if you are eager to learn and you have some spare time, then you may learn basic. You can download some free templates and practise with it.
