According to me I prefer you PHP language if you will use that it is really good, or you may use visual basic and C# languages they both are good to use.

According to me PHP language should be appropriate. PHP is open source language and it is easy to learn and use. PHP supports many database and its runs of different platform like Windows, Linux, etc…

You should use vb. Visual offered by microsoft is great tool to develop application rapidly. It is easy to use because it offers intellisense that will guide you to use language keywords.Mostly you dont have to remember the language keywords. Intellisense will help you in searching appropriate functions woth prototype.

You aren't mentioned the particular software like online or offline. But if you want to make desktop software Java or Visual studio are the best and for online application PHP is the best for accounting software.
