ofcourse it is an US policy to have a pay pal debit card and is only issued to US residents but the other minorities have the complete authority to have pay pal account in thier own residence or in local banks but they don't have the facility to have pay pal debit cards with them
I am not using paypal debit card but one of my friend is using that . It is really a great option to get cash in emergencies from any ATM. I am also planning to have it. Thanks for sharing your post
