xoom to paypal fees

I;ve only used xoom once to send some money from my paypal account to someone in the Phillipines who sold me something .

But what I was wondering, the sale was for $50 and he agreed to pay the fees. So I assume he got something like $45 but when someone pays with paypal, are there added fees for the seller.

Usually paypal charges the 3.5% for commercial accounts so does that fee get taken from the guy's money?

But xoom not accept my country. Thats why i cannot use xoom service today. Nothing i can do with that one.
