I will always suggest Paypal over XOOM.

Paypal is the most preferred payment option by many users online. I myself have been using it since 3 years now and am very much satisfied.

For me xoom is better, you dont need to have any account such as paypal and other registration, no another atm to lift up the money, all you need in xoom is you r address or personal atm to receive the money.

I have always used Paypal (almost 10 years now), and have never had any problems. There are ways to circumvent fees (mass payments, etc) and their security is top notch. You can also use api's for some pretty cool integrations.
