Best Payment Gate for 2 Tier?

Hi Guys,

I am having major issues trying to find a payment gate that allows 2 tier affiliate programs! PayPal do not approve of 2 tier, Authorize.net only allows residents from the US or Canada (I am from Australia).

I am using JV Manager 2 for my affiliate software and the other Payment Gate options are moneybookers, setcom, clickbank, eway, google checkout, linkpoint and 2checkout.

Has anyone used any of these options for 2 tier programs?
