When you create backlinks of your site by following the rules and regulations of search engines. So at which speed you create these links fro mother high pagerank sites. The speed at which you create backlinks of your site is called link velocity.

Link velocity is the rate at which editorial style links are obtained rather than mass links from unrelated sites. An editorial link usually comes from a site that is related to yours. How do you think what is link velocity?
