Link velocity is speed of making links for a website. The optimum link velocity helps to get quick ranking in SERP. However unnatural and aggressive way can be treated as spam and there can be negative impact.
When you reach in top 100 the speed should be increased by 50-60% again after reaching at top 10 positions speed is again increased by 50% then again same when you reach in top3.
After stabilizing position for 1-2 month speed is decreased by 40 to 50%
Link velocity helps you to determine with what speed you should make links at which stage for your website. You should doing it for how much time. Basically it helps you get quick and stable position SERP results.
