n special occasions like Christmas or any other festival, when I focus on getting click with whatever max bid I am suppose to pay, I have achieved score of 6 or 7 but for regular campaign it is little difficult to achieve as we are suppose to keep the limit on maximum bid amount per click.
It also depends on your competition. If you don't have much competition and if you write your ad text well you should be OK. Sometimes you can have a quality score of 6 or 7 but if the search volume is low the ad still may not show. Sometimes I get 8 or 9 as quality scores but even then the ads don't show for those keywords!
