Is Combining high CPM Advertisements Effective?

I'm going to combine advertisments from Tribalfusion, Casalemedia, and other high CPM networks. So in total, I'll have over 15 Ads or more. I'm certain that there are some that you can combine without getting penalized. So now, let's say that CPM for 6 sites is $1.00, if I get 1000 impressions a day, I get $6. The rest have a CPM of like $0.50 a day. $4.50 total for the rest. Combine and I have $10.50 a day from just CPM. Is this possible and is it effective? All help is appreciated!
