Can I freeze PayPal accounts of someone who cheats me

I have been cheated few times by few of my new clients. Initially they make payment on time and later they keep some payment pending with excuses of busy schedule. Finally I find them disappearing after good amount of my payment is accumulated. Can I take any necessary step in freezing their PayPal account. If yes, than what is the procedure. Please suggest.
