Default Cyber laws

Is there such a thing as cyber laws? Scam is rampant online. For fraud victims they are helpless since filing a case against online offenders is a long shot.

Personally I think each country is making up its own specific laws. My opionion is it is going to matter where you live. So if you live in a particular country and you run a site that is illegal in that country, then I think you will start to pay the consequences.

But I also think it will be a long time in coming. I mean countries can't even control street crime let alone something intangible like the internet.

you cant start comparing street crime with internet website crimes
you can more easily track a person over the internet and shut down there
site rather than a person selling bootleg copies of movies on the street

Actually big countries such as USA or UK have really strong laws about internet scams but in 3rd world countries nobody cares what you do online ! Personally i come from a developing country and according to me , our government is really outdated about internet stuff
