Here is what you can do if you have been scammed:

- File in a report at complaintsboard.com. ( and other similiar ones )
- Syndicate the report
- Contact the hosting company of where the scammer's website is and get them on the blacklist.
- Use all these documents to state your case with your credit card company
(doesn't always work)

Thats really all you can do. The least is that you can get them off the web for the time being.

Default Best way to deal with scammers

Start with the basics. Make sure your complaint is valid. Basically if you pay and don't get what you paid for with in a prescribed time, that's a scam. Then you have grounds for a complaint. Many people claim a scam, however don't have a firm foundation for a complaint. There are those who do. Treat a true online scam as you would an off line theft. Go to your local Post Office if you have an address and make a fraud claim. Make a complaint to the credit card proscessor.(this takes a long time)

my question is that from an employers point of view, why should he take the risk of payment before getting the work.there should be some mutual way.

If someone's taking a bit of precautionary measure to ensure security then scamming will be minimized.

Don't trust that easily. Transact with trusted merchants/people.

Does the program require the average participant to learn advanced skills that might cause an unreasonable delay in their ability to earn a paycheck from the program?
