This tool actually is standardised way of doing html and css when you are building your site, and tell you whether you have followed those standards or not. For debugging html css problems firebug is best ad-on for firfox browser.

yes it is as its W3C who defines the standards of the HTML and you will get an valid HTML W3C certificate as well for your website.
