hi guys,

I'm new to this website and I would ask a Question for you.I know that most of you are using Adobe photoshop,But can you create the animated images and GIF images by using photoshop ?

No, absolutely no.
In my entire practice I did not heared about it. But you can do this tasks through Adobe's other applications.

No animated pictures can not be created in Photoshop.

Basic animated images can create by photoshop but if you want to create animated movie or any video at that time you have to use flash or action script.
