I use GIMP as an alternative for photoshop. It is one of the oldest and most well known alternatives to Photoshop in existence. Although it doesn’t quite have all of them, you’ll find most of the features included in Photoshop somewhere in GIMP.

Even though there are plenty of options present to an editor apart from using Photoshop in terms of the parallel features and applications that they might offer with similar results, Photoshop is a preferred choice of most web developers.

Gimp is the best free alternative I know of. Corel probably offers something but it's not going to be the cheapest alternative.

Paint.NET is a good alternative. I've been using Photoshop and Corel, and for me that is the best alternative.

I think you may find here something interesting for you too. Personally I am using GIMP. It's easy in use and gives you a lot of image editing possibilities. It's highly developed freeware program.

GIMP and PAINT.NET are the best alternatives for photoshop. But I would give priority to the GIMP software as it is far more better than paint.net and has lots of advance features comparatively.

All suggestions are pretty good. I don't Gimp yet but try it soon. I think Photoshop is always better than any other but this is just my view. I have used Photoshop cs5 and it has very good features and plugins.

Yes there are lots of alternate of photoshop like GIMP, paint etc. But according to photoshop they have less attributes.
