Dear,
I have read Google Site Quality Policy. In my opinion they are giving all informations generally. There is no specific criteria which they discuss. I mean they must explain which text they consider is of quality. Once they banned an account that person cannot enter into Google Adsense Program again. I could not understand Google Adsense!. I am seeking help from forum members. If they can.

Are you worried more about Adsense or the quality of your site? If to speak about the quality we should mean that your articles are senseful and don't look like spamming.

There are so many official blog posts and help pages which can hep you in following the guidelines in right way.

Yes, it is true... It is almost impossible to get AdSense on banned domain. In fact, AdSense approval criteria are very strict.... Getting Adsense approval is very difficult.
But your website can comeback even if your domain got banned in past. Just wipe out all the bad thing that you did on your website.
